question - Brahma-saṁhitā(5.35)

Brahma-sahitā(5.35):

eko ’py asau racayitujagad-aṇḍa-koi
yac-chaktir asti jagad-aṇḍa-cayāyad-anta
aṇḍāntara-stha-paramāu-cayāntara-stha
govindam ādi-puruatam ahabhajāmi
“I worship the primeval Lord, Govinda, who is the original Personality of Godhead. By His partial plenary expansion [Mahā-Viṣṇu], He enters into material nature, and then into each and every universe [as GarbhodakaśāViṣṇu], and then [as KṣīrodakaśāViṣṇu] into all the elements, including every atom of matter. Such manifestations of cosmic creation are innumerable, both in the universes and in the individual atoms.”

Dear Guru Maharaja, PAMHO ; AGTSP!

Please can you explain to this dull-head what are the "Such manifestations of cosmic creation".    It is not Visnu-tattva, no? What are these manifestations which are innumerable, and could be found in universes and atoms?
