I do not know bhakta Carlos Medina personally, but from what I have inquired from a local devotee...he is a devotee from Peru. 

He lives in the city of Ica (next to Lima) and works in security.

Yamunesvara prabhu, the current president of ISKCON Wilson temple is his friend and preached Krishna consciousness to him.

Bhakta Carlos has supported ISKCON Wilson and different preaching programs several times with donations.
